About Dave Cranmer

Dave CranmerDave Cranmer is the President of Phase 3 Consulting, LLC. The company was founded in 2001 to provide business-to-business marketing, marketing and technology management, and technology evaluation services to small and mid-size companies.

Dave spent 8 years as the Industrial Marketing Consulting Lead for the Manufacturing Extension Partnership (MEP) at the U.S. Department of Commerce's National Institute of Standards and Technology (NIST). With MEP since 1993, he built an industrial marketing consulting practice for smaller manufacturers, and established specialty consulting practices in financial access and eBusiness. He has also developed a set of technology/product development services for smaller manufacturers, and conducted research on the future of manufacturing in the U.S.

Dave joined NIST in 1986 and has held positions as a researcher in glass and ceramics and a supervisory ceramic engineer for mechanical properties in the Ceramics Division, program analyst and senior program analyst in the Office of the Director of NIST, and Associate Director of Program Planning and Policy in MEP, in addition to his position as industrial marketing consulting lead. During 1991-92, he was a Commerce Science and Technology Fellow, serving as a policy analyst in the White House Office of Science and Technology Policy.

Prior to joining NIST, he was a member of the technical staff at the Aerospace Corporation from 1984 to 1986, conducting R&D on properties of glass and ceramics for tribological and space applications, and a member of the technical staff at the Bendix Corporation's Advanced Technology Center, conducting R&D on tribological properties of ceramics for automotive and aerospace applications. Dave holds a Ph.D. and S.M., both in ceramics, from MIT, a B.S. in ceramic science (cum laude) from Penn State, and an MBA from Heriot-Watt University. He is a Fellow of the American Ceramic Society and a member of Keramos and Sigma Xi. He is a co-holder of two U.S. patents, and has published over 50 papers and edited one book.

In the marketing area, Dave started and managed the creation of a national practice area in industrial marketing, involving 35 manufacturing extension centers and some 60 practitioners. As part of the marketing practice growth, he has managed the development of a marketing assessment tool for use by MEP field staff and marketing training courses for field engineers and marketing specialists, and their introduction to the MEP system. In the technology/product development area, Dave is developing an integrated set of products and services to help smaller manufacturers more rapidly and cost effectively use R&D services and results for new product and process development.

Dave is also a member of the Washington Field Hockey Umpires Association (currently Member-At-Large of the WFHUA Board). He has been the soccer commissioner (2001-2002), coach (1999-2001), league coordinator (1999-2002), and field hockey assistant team manager (2000-2001) for the Olney Boys and Girls Community Sports Association (Olney, MD), and served on the NIST Child Care Association’s Board of Directors as Treasurer (1988-1992).
